This list will be a detailed ranking of the most prominent Antagonists of the series. Naruto and Naruto Shippuden have many antagonists, everyone with their own reasons to be on this path of life. This list is specifically going with the antagonists who had a huge part in the building up of the plot and who were the main antagonists of a particular arc.
Just to be clear we are not ranking every single antagonist from the series including Indra Otsutsuki as he has no direct connection with any of the main characters and cannot be accurately ranked and there are too many of them throughout the series.

Let’s get started.
10. Zabuza Momochi
The Demon of the Hidden Mist, Zabuza Momochi was the very first antagonist of the series we were introduced to in the world of Naruto. He is also the rogue shinobi with tragic backstories in the Land of Waves arc.
The entire arc is a very exciting and masterful showcase of art where the creator succeeds in grabbing the audience’s attention.
The credits go to Zabuza who is an extremely well-written character. Zabuza has style, skills, secret techniques, and everything an audience can expect from a powerful antagonist of the series. Watching Zabuza the audience gets a clear idea of what to expect from the world of Naruto and the potential the plot carries.
Unfortunately, Zabuza being the first antagonist is also the weakest of them all. He scales to part 1 Kakashi in strength. He is at max Mid to High Jonin level in his capabilities.
Kakashi using his Sharingan was able to copy most of his attacks, use them against him, and counter his attacks. Even with the Executioner’s Blade, he was defeated by Kakashi in the very first arc.
9. Haku Yuki
Haku is one of the most underrated parts 1 character and highly underestimated. Most people think that Haku got defeated by kids Naruto and Sasuke so he must be weak.
But the fact of the matter is that Haku was holding back in the entire fight. Haku is one of those rare characters who doesn’t intend on killing anyone. Haku is too good for the world of Naruto, whatever he did in his life was only to protect Zabuza and nothing else.
Haku never intended on killing Naruto or Sasuke or they would be surely dead. Moreover, we get a glimpse of Haku’s potential when he fakes Zabuza’s death by stopping his breath temporarily.

Looking at Haku’s accuracy in faking Zabuza’s death we get a direct statement from Kakashi that there are people who are younger yet stronger than him (Kakashi).
Haku as a teenager scaled to the High Jonin level and Haku would most probably defeat Part 1 Kakashi, Asuma, Kurenai, base Guy (no gates open), and most other Jonin in a one-on-one fight.
If Haku hadn’t been killed off so early in the series then he would have been Kage level as an adult.
One of the Legendary Sannin and the strongest antagonist in part 1. The databook states that Orochimaru is on the same level as Jiraiya in terms of strength. Orochimaru was feared by the entire village and it was known that only one of the other Sannin has the capability to defeat him.
Moreover, he has the reanimation jutsu, summoning jutsu and he’s known to have achieved immortality. He gave Hiruzen a really hard time when he attacked the leaf and, in the end, it resulted in Hiruzen’s death.
He was also a member of the Akatsuki which makes him an S Rank shinobi and is one of the strongest characters in part 1. Orochimaru is a peak character and masterful writing by Kishimoto.
Hanzo is not exactly an antagonist as he wasn’t directly involved in the main plot. He was the leader of the Rain Village and an enemy for the Leaf during the Shinobi War.
The only reason he made the list is because of his deeds throughout the series. He with Danzo created one of the strongest antagonists of the series (Pain) trying to rule the Rain Village.

Hanzo is extremely powerful with the usage of his secret techniques. He is widely known as Hanzo the Salamander, mainly because of his summoning jutsu where he summons a Salamander.
Hanzo is so strong that he took on all the Sannin at the same time and defeated them. He was the one who gave them the name Sannin as a title for surviving against Hanzo the Salamander.
Pain is teased to be the main antagonist of the series from the very start. It is a fact that Pain is the strongest character for the first part of the series. After Naruto shows up Sage Naruto is the only character capable of fighting him.
Pain is one of the best and well-written antagonists of the entire series. Pain is also the one who introduced us to the Rinnegan and its various abilities. He was a perfectionist in using all the abilities of the Rinnegan and arguably the best and most versatile user of Rinnegan to date.
One of the best crafted moments of the show happens when Pain uses Almighty Push and nukes the Leaf Village. Later on, we see him using the Planetary Devastations and we know he’s the strongest. He easily defeated Hanzo and the Databook states that he is the strongest member of the Akatsuki.
5. Sage Kabuto
Kabuto after achieving Sage Mode claimed that he was the closest person to the Sage of Six Paths.
This claim is not an exaggeration even in the slightest. Kabuto became the best user of Senjutsu as he mastered multiple abilities.
He had Suigetsu’s Hydrification technique which allows him to melt and escape from most situations. He also had Jugo’s ability to endlessly gather nature energy and stay in Sage Mode forever.
Apart from this, his best feat is taking on Edo Itachi and EMS Sasuke at the same time. Kabuto could’ve killed Itachi if he were alive and dangerously wound Sasuke as Kabuto was not trying to kill him.

He can fight blind so he’s immune to all visual Genjutsu, he himself has a sound Genjutsu that trapped both Itachi and Sasuke. He is also extremely fast which rivaled both Sasuke and Itachi.
Both EMS Sauke and Edo Itachi scale above Pain individually and Kabuto was taking both of them at the same time.
Overall, Sage Kabuto is one of the strongest characters.
Obito after becoming the ten tails jinchuriki easily became one of the strongest shinobi of all time.
When he first achieved this form, Hashirama on seeing him for the first time claims that Obito is stronger than him. Hiruzen and Tobirama agree to that claim.
Juubito after he became stable and controlled the ten tails gets the truth-seeking orbs and Six Paths chakra.
He instantly blitzed Hashirama and Tobirama. He became so fast that he was casually taking on KCM2 Naruto and EMS Sasuke at the same time.
He is also immune to all ninjutsu because of the truth-seeking orbs. He can also nullify the regeneration of reanimated shinobi. The only way to defeat him is by using Senjutsu which is not so common and only a few shinobi are capable of using it.
Juubito could’ve been the strongest antagonist of the series as he was teased of being so from the beginning but Kishimoto had some other plans.
3. SOSP Sasuke (End of Shippuden)
If anyone’s wondering why is Sasuke here, then you should know that Sasuke was the final antagonist who threatened to kill all the Tailed Beasts and the Five Kage. By doing this he wanted to rule over the shinobi world as one leader and everyone has to live according to his rules or else, they will be killed.
Sasuke intended to be the only powerhouse in the world and thus, ending the cycle of hatred. This was his philosophy and Naruto had to fight him because what Sasuke was doing was obviously not correct.
Sasuke after getting the Six Paths (SOSP) chakra from Hagoromo Otsutsuki became one of the strongest characters in the Naruto verse.
Sasuke has Eternal Mangekyou Sharingan which gives him access to perfect Susanoo, Amaterasu, Enton Kagutsuchi, etc.

Sasuke also got a 6 Tomoe Rinnegan after getting Six Paths Chakra. Which further gave him all the abilities of Rinnegan and also some additional abilities such as Amenotijikara and Indra’s Arrow.
Sasuke also got a powerful Genjutsu through Rinnegan which trapped all the nine-tailed beasts at the same time.
Sasuke’s attack potency by the end of Shippuden reached planetary levels and he can defeat any of the previous antagonists with ease. But he’s still not the strongest.
2. Three-Eyed Juubi Madara
Juubi Madara had several forms. From having one Rinnegan to two and a Rinnesharingan. The three-eyed Juubi Madara is his strongest version. Juubi Madara scales above both Naruto and Sasuke individually
The best way to rank him above them is simply by looking at their fights together. Madara was fighting Naruto, Sasuke and Sakura at the same time and yet Naruto and Sasuke couldn’t do much against him even after getting Six Paths powers from Hagoromo and were clearly losing the fight. He also succeeded in casting the Infinite Tsukuyomi.
If Zetsu hadn’t intervened then Madara would’ve overall won the fight, but due to plot reasons the antagonists have to lose and Kishimoto was planning for the entry of a stronger antagonist.
Madara had access to Six Paths Sage Mode, Truth-Seeking orbs, all the abilities of the Rinnegan, all the abilities of the Eternal Mangekyou Sharingan, Limbo clones, abilities of the Rinnesharingan and the Infinite Tsukuyomi.

Moreover, you can’t kill him by cutting his body or by blowing him up he needs to be sealed. Juubi Madara is stronger than Naruto and Sasuke.
1. Kaguya Otsutsuki
Kaguya Otsutsuki is the strongest character in the Naruto verse. To date, there has been no character who has been able to kill her. The only way to defeat her is by using Six Paths Planetary Devastations using the Sun and the Moon seal given by Hagoromo and seal her.
She can instantly open portals to different dimensions, she can also swap dimensions and send anyone she wants over there in an instant. Kaguya actually trapped Sasuke in a dimension and left him over there to die. She would’ve succeeded if Obito hadn’t used his Kamui to bring him back.
She possesses the Byakugan and is also known as the greatest user of the Dojutsu. She is the mother of all chakra which means that she has Infinite chakra. Hagoromo specifically states that Kaguya gained her full strength stronger than any being he had ever seen.
Kaguya has also created her own dimension which is as big as a solar system. Her dimension has a Star, 2 moons, a planet with an atmosphere and water.
Kaguya can be scaled from planetary to Solar system level and even higher based on several statements from the databook, manga, novels, and anime, it totally depends on your interpretation. Kaguya can one-shot and obliterate most of the antagonists on this list.
