Did Jiraiya Get Reanimated ?
Kabuto the caster of the reanimation jutsu says that the reason why Jiraiya was never reanimated was that the body was never found and it was too deep underwater, that’s what they said in the show.
But that’s not the whole thing, there’s something much deeper than that aspect.
If Kishimoto (the creator of Naruto) wanted him reanimated then he would’ve made it possible no matter what as Madara’s reanimation was way more complex than Jiraiya’s ever could have been.
Jiraiya wasn’t revived, not because his body was never found under the sea, that’s the excuse. The actual reason, as Kishimoto stated, is that his death was one of the best written moments in the whole of the series, and he didn’t think he could really measure up to that by bringing him back as an Edo Tensei and having him fade away satisfyingly again. That is to say, the reason Kishimoto didn’t revive Jiraiya is that he didn’t believe he could do it right.
Does Jiraiya Return In Boruto?
Jiraiya is dead and there’s no way that he can be alive again. He can get reanimated but there isn’t any particular reason or the need for that.
But the Boruto Anime does include Jiraiya in a time-traveling arc where an Otsutsuki named Urashiki has a time-traveling device to travel to any point in the past.
Kurashiki basically wants the Nine-Tailed Fox inside Naruto so that he can use him to create the Ten-Tails, cultivate the Divine Tree, and eat the Chakra Fruit. Unfortunately, Adult Naruto is too strong for Urashiki to take down so he plots a plan on going to the past where Naruto is a kid.
While he’s preparing for the Time Travel, Sasuke and Boruto interfere and travel with him. They end up at the Leaf Village in the past when Naruto is still a kid. During this time Naruto was already a student of Jiraiya and both are in the village. We get a Jiraiya comeback in this arc where we see him interact with Boruto and Sasuke.

What Episode Does Jiraiya Return in Boruto?
Jiraiya doesn’t exactly return (get revived) in Boruto. Here’s an explanation of what actually happens:
Urashiki Otsutsuki’s objective is to capture Naruto to harvest Kurama’s chakra from him. After some struggle in Boruto’s era, he comes to the conclusion that it isn’t easy to capture adult Naruto alive. He uses his time-traveling device to go to the past and steal the nine tails from the Genin Naruto who is not strong enough to fight or defend himself.
His plan gets hijacked by Sasuke and Boruto, and both of them end up at the Leaf Village several years in the past. This is when we get some scenes of Jiraiya. We see several interactions of Jiraiya, Kid Naruto with Sasuke and Boruto. It’s more like traveling back in time to see Jiraiya rather than his comeback to Boruto. Don’t mistake it for his revival in Boruto: Naruto Next Generations (it doesn’t happen).
It is a very entertaining arc where there are several fan servicing moments and several conversations between all the characters. There are amazing fight scenes and you should definitely watch them.
The whole arc takes place between episodes 128-136 of Boruto: Naruto Next Generations. Don’t miss it.
